Authorizes the Board of Land and Natural Resources to issue a perpetual, non-exclusive easement for a municipal drainage system encroaching on state submerged lands at Heeia, Koolaupoko, Oahu (Tax Map Key (1) 4-6-003:077).

Covers a drainage structure constructed in the 1970s by the City and County of Honolulu during land subdivision and development, affecting 47 square feet of state submerged lands.

Grants the easement at no cost (gratis consideration) to allow the City and County of Honolulu to use, repair, and maintain the existing drain improvements on state submerged lands.

Complies with Hawaii Revised Statutes section 171-53, which requires prior legislative authorization by concurrent resolution to lease state submerged lands; previously approved by the Board of Land and Natural Resources in July 2010 and amended in December 2019.

Requires certified copies of the resolution be transmitted to the Board of Land and Natural Resources Chairperson, the Governor, and the Director of the City and County of Honolulu's Department of Planning and Permitting.
