Request Department of Human Services to establish a working group to address reimbursement and payment issues for home- and community-based services providers.

Working group composition includes the DHS Director (chair), Directors of Labor and Industrial Relations and Executive Office on Aging, four legislative members from House and Senate health/human services committees with Kupuna Caucus membership, and representatives from 11 invited organizations including unions, healthcare associations, and provider groups.

Working group tasked with conducting comprehensive analysis of current reimbursement system, identifying improvement areas, exploring enhancement strategies, and gathering stakeholder input on proposed payment measures.

Request $350,000 in funding to conduct the comprehensive analysis of reimbursement and payment systems.

Working group must provide quarterly progress updates and submit final report with findings and recommendations to the Legislature no later than 20 days before the 2025 Regular Session, ceasing operations on June 30, 2025.
