Recognizes illegal dumping as a significant environmental and public health issue in the Waipahu community, particularly along the West Loch bike path from Waipahu to Aiea where shopping carts clutter drainage ditches.

Notes that illegal dumping sites are visible to Waipahu Elementary School, Waipahu High School, and other educational centers, threatening student health and well-being.

Identifies contamination of soil, water sources, and roads as consequences of illegal dumping that threaten public health and diminish community pride.

Urges the State, City and County of Honolulu, and military to work together to address the illegal dumping problem and promote responsible waste management practices.

Directs transmission of certified copies to the Commander of Joint Base Pearl Harbor-Hickam, Governor, Director of Transportation, Director of Health, Mayor of Honolulu, and Director of Facility Maintenance.
