Requests Department of Human Services to conduct a feasibility study in 2032 and every ten years thereafter on increasing Medicaid reimbursement rates for community care foster family homes (CCFFHs) and expanded adult residential care homes (E-ARCHs)

Study must review the existing Medicaid payment model and determine if overall savings can be achieved by increasing reimbursement rates for CCFFH and E-ARCH care providers

Study must evaluate the feasibility of increasing Medicaid reimbursement rates and assess impacts on uptake, utilization, and cost savings to the Medicaid program

Department must request funding by 2031 to conduct the 2032 study and submit reports to the Legislature within twenty days prior to the Regular Session following each study completion

Current reimbursement rates are significantly lower than nursing homes ($47.06 per day for CCFFHs versus $280 per day for nursing homes), causing providers to reserve beds for private pay patients instead of Medicaid clients
