Adopts the Uniform Guardianship, Conservatorship, and Other Protective Arrangements Act (UGCOPAA) as most recently published by the Uniform Law Commission, replacing Hawaii's 2004 adoption of the older Uniform Guardianship and Protective Proceedings Act.

Implements a person-centered approach to guardianship and conservatorship that requires meaningful notice of rights to affected individuals, their involvement in life decisions, and creation of person-centered plans with court monitoring.

Prioritizes use of the least restrictive means to protect individuals and includes provisions for courts to enter orders for less restrictive alternatives instead of full guardianship or conservatorship where appropriate.

Removes outdated and offensive terminology and creates new petition requirements and model forms to simplify the guardianship and conservatorship process for all participants.

Directs transmission of the resolution to the President of the Senate, Speaker of the House, Director of Human Services, Director of Health, and Attorney General.
