Requests each county to amend or adopt ordinances allowing religious institutions, educational institutions, and medical institutions to construct residential units on parcels within the state urban land use district zoned for residential or commercial use.

Limits residential development to less than 15 acres and no greater than 50 percent of the parcel area.

Requires any residential units developed on institutional property be retained by the institution as long as the institution remains in existence.

Defines eligible institutions as those with 501(c)(3) tax-exempt status (or nonprofit status for medical institutions) and clarifies the ordinance is not intended to allow developers to create institutions solely to circumvent normal development processes.

Directs the House to transmit certified copies of the resolution to all four county mayors and members of their respective county councils.
