Urges the Department of Education to require high school students to complete and pass the civics portion of the United States citizenship test as a graduation requirement.

Test questions are identical to the civics portion of the naturalization test administered by the United States Citizenship and Immigration Services and cover U.S. history, the Constitution, and government.

Requests that the Department of Education provide all students entering ninth grade with the opportunity to take the test at least once per school year and allow unlimited retakes to demonstrate proficiency.

References Arizona as the first state to implement this requirement in 2015, with several other states following suit.

Directs certified copies of the resolution to be sent to the Superintendent of Education, Chairperson of the Board of Education, and President of the Hawaii State Teachers Association.
