Urges the United States Department of the Interior to support Act 80 (2017), which amends the Hawaiian Homes Commission Act to lower the minimum required Hawaiian blood quantum from one quarter to one thirty-second.

Requests the Department of the Interior work collaboratively with Hawaii's Office of the Governor, Department of Hawaiian Home Lands, Hawaii's congressional delegation, and the Sovereign Council of Hawaiian Homestead Associations to make a determination endorsing Act 80.

Asks the Department of the Interior to directly engage with Hawaii and Hawaiian Homestead Associations to request additional information and data needed to advance Act 80.

Urges the United States Congress to consent to Act 80, which would prevent generationally held homestead leases from being lost when elderly lessees die without a qualified successor.

Directs transmission of certified resolution copies to the Secretary of the Interior, Hawaii's congressional delegation, Governor, and leaders of Hawaiian home lands and Hawaiian affairs organizations.
