Cites Insurance Institute for Highway Safety data showing 1,109 people were killed in red light running crashes in 2021 and that red light cameras reduced fatal red light running crash rates by 21 percent in large cities

Notes that Hawaii's Photo Red Light Imaging Detector Systems pilot program, established in 2020, has successfully reduced crashes and citations by 20 to 40 percent in urban Honolulu areas where it operates

Directs certified copies of the resolution be transmitted to the Director of Transportation and Mayor of the City and County of Honolulu
