Direct the Hawaii Emergency Management Agency to submit a grant request to the Federal Emergency Management Agency for rockfall mitigation in Moanalua Gardens and Moanalua Valley on Oahu.

Authorize HEMA to seek hazard mitigation assistance grants or pre-disaster mitigation program grants to address rockfall hazards under the Tripler Army Medical Center hillside.

Recognize Moanalua Gardens and Moanalua Valley as a high-risk zone for landslides and rockfalls requiring proactive mitigation measures.

Note that the United States Army Corps of Engineers has previously conducted rockfall mitigation projects in the Moanalua area and that some surrounding hillsides are federally owned.

Require transmission of certified copies of the resolution to the Adjutant General of the Department of Defense, Commander of the United States Army Corps of Engineers Honolulu District, and Director of the Hawaii Emergency Management Agency.
