Urges the Department of Human Services, Department of Health, and Judiciary to ensure government service contracts are adequately funded to cover full operating costs.

Identifies that 91 percent of Hawaii community-based nonprofit organizations with government contracts are resourced below the full operating costs required to provide contracted services.

Notes that community-based organizations provide critical services including domestic violence support, foster care housing, food assistance for low-income households and elderly, and homeless family services.

Acknowledges that community-based organizations are struggling to fill funding gaps and some have stated they may be forced to eliminate or reduce services.

Requires certified copies of the resolution be transmitted to the Director of Human Services, Director of Health, and Chief Justice of the Hawaii Supreme Court.
