H.R. 138 Summary

• Urges Hawaii Community Development Authority to establish a multiagency working group to update maps, tier tables, and inventories of state lands suitable for affordable housing development based on 2018 data that has become outdated.

• Working group directed to focus on existing urban lands to minimize infrastructure improvements, examine mixed-use redevelopment of underutilized state-owned properties, and identify lands for 100,000 new housing units designated as important housing lands.

• Working group membership includes Director of Office of Planning and Sustainable Development (chair), Comptroller of Department of Accounting and General Services, Executive Directors of Hawaii Housing Finance and Development Corporation, Hawaii Public Housing Authority, and Hawaii Community Development Authority, Chairperson of Board of Land and Natural Resources, Executive Director of Land Use Commission, and one representative from each county appointed by respective mayors.

• Working group may recommend additional members with development or redevelopment expertise for chairperson approval.

• Hawaii Community Development Authority to provide administrative and clerical support, with working group required to submit findings and recommendations to Legislature no later than 20 days before 2025 Regular Session convening.
