Requests the Department of Health to conduct a study identifying the number of fraudulent clean and sober homes operating in Hawaii.

Directs the study to examine how fraudulent clean and sober homes contribute to the state's homeless crisis.

Requires the Department of Health to submit findings, recommendations, and any proposed legislation to the Legislature no later than twenty days before the 2025 Regular Session.

Addresses concerns that some operators bill insurance providers for services while failing to provide adequate care or any services to residents.
