Requests the Commission on Water Resource Management to examine water allocation in West Maui and emergency situations statewide, prompted by the August 8, 2023 Lahaina wildfire that destroyed 2,200 structures and left approximately 6,000 residents homeless.

Directs examination of water sources, management, and utilization for Lahaina and West Maui, including analysis of how private entities have historically diverted streams and dug wells for resorts and hotels.

Requests analysis of how future water allocation decisions should be made to improve emergency response timing and ensure private entities do not wield more power than the State.

Requires the Commission to submit a report with findings, recommendations, and any proposed legislation to the Legislature no later than twenty days before the 2025 Regular Session convening.

Notes that water formerly supplying the destroyed structures had not been utilized for the six months preceding the wildfire, and that rebuilding efforts are underway with 200 housing units planned through the Villages of Leialii development project.
