Requests the Bureau of Conveyances to conduct or commission a study to determine rightful owners of land parcels in and around Lahaina for purposes of legal restoration and rebuilding planning.

References the January 1893 overthrow of the Hawaiian Kingdom by Sanford B. Dole and others, which resulted in seizure of 1.75 million acres of crown land and imprisonment of Queen Liliuokalani.

Acknowledges President Grover Cleveland's 1893 message to Congress recognizing the unlawful invasion and illegal overthrow, and the 1993 U.S. Congressional joint resolution apologizing for the overthrow and suppression of Native Hawaiian sovereignty.

Cites historical instances of land dispossession in Lahaina, including plantation owners extending crops onto adjacent parcels they did not legally own, and notes that unfamiliar American legal systems after the overthrow disproportionately benefitted those who understood them.

Requires transmission of a certified copy of the resolution to the Registrar of the Bureau of Conveyances.
