State Health Planning and Development Agency is requested to convene a Health Information Data Sharing Working Group to establish framework and standards for future health information data sharing legislation.

Working group membership includes the Administrator of State Health Planning and Development Agency (chair), Director of Health, Chief Information Officer of Office of Enterprise Technology Services, Administrator of Med-QUEST Division, Insurance Commissioner, Administrator of Hawaii Employer-Union Health Benefits Trust Fund, one Senate representative, one House representative, and CEO of Hawaii Health Information Exchange.

Working group is requested to invite representatives from Hawaii Association of Health Plans, Hawaii Medical Association, Healthcare Association of Hawaii, and other stakeholders as determined by majority vote.

Working group must develop a health information data sharing standardization package including universal data sharing agreements, policies on social determinants of health, behavioral health data, privacy and security protections, and governance structures.

Working group must submit findings and recommendations to the Legislature no later than twenty days before the 2025 Regular Session and shall cease to exist on June 30, 2025.
