Urges the Department of Health, Department of Transportation, and Department of Land and Natural Resources to take action to reduce carbon emissions from airplane transportation to and from Hawaii.

Notes that flights between Hawaii and the western continental United States produced 2.3 million tons of carbon in 2017, with total global flights to or from the State generating 6.3 million tons that year, potentially reaching 24.6 million tons when including water vapor, particulates, and nitrogen oxides.

States that a round-trip flight to Hawaii creates approximately 1.8 tons of carbon emissions, representing two-thirds of the 2.7-ton annual per-person carbon budget recommended by the Intergovernmental Panel on Climate Change.

Requires the three departments to develop legislative proposals independently or in coordination and submit them to the Legislature and Governor no later than 40 days before the 2025 Regular Session convening.

Requests the departments consult current published scientific research when taking action and developing proposals to reduce emissions.
