Request the Legislative Reference Bureau to study state and federal statutes and regulations governing prior authorization requirements across all health insurance plans in Hawaii.

Study must include summary and analysis of current prior authorization rules and comparison to at least five other states based on stakeholder input from patient advocates, providers, and payers.

Evaluate whether regulations should establish 24-hour response times for urgent care and 48-hour response times for non-urgent prior authorization requests.

Examine whether regulations should require valid prior authorizations for medications to last at least one year regardless of dosage changes and for the full length of treatment for chronic conditions.

Report findings and recommendations, including any proposed legislation, to the Legislature no later than twenty days before the 2025 Regular Session convenes.
