• Requests the Department of Business, Economic Development, and Tourism to collaborate with state universities to establish the Hawaii Creative Innovation Group focused on fashion, design, and music industries.

• Hawaii Creative Innovation Group shall include public and private sector members to identify career pathways from middle and high school programs and determine required facilities, equipment, and workforce development programs.

• Group is tasked with identifying key partners to develop a strategy for growing creative sectors into new brands, companies, and value-added businesses in design, fashion, and technology.

• Group must outline investments needed for innovation facilities, programs, and incentives including education and training, infrastructure and equipment for scaling, funding access, export assistance for "Made in Hawaii" products, and supportive policies.

• Group is required to submit findings, recommendations, and any proposed legislation to the Legislature no later than twenty days before the 2025 Regular Session convenes.
