Urges the Department of Education to staff all school libraries and school library media centers with licensed school librarians and licensed school library media specialists.

Directs schools to ensure every student has equitable access to organized and cataloged resources in their libraries.

Requires school libraries to develop a collection development plan including materials selection and deselection procedures, challenged materials procedures, and intellectual freedom statements.

Mandates that school libraries be housed in central locations with technology and internet access to support diverse student learning interests.

Requires certified copies of the resolution to be transmitted to the Governor, Board of Education Chairperson, Superintendent of Education, and State Librarian.
