Board of Education and Department of Education are requested to develop a plan for adhering to school counselor best practices by 20 days before the 2025 Regular Session convenes.

Plan must address ensuring every public high school has at least one full-time, twelve-month school counselor meeting the American School Counselor Association's recommended 200-to-1 student-to-counselor ratio.

Plan must include alignment of school counselor roles and job descriptions with ASCA standards, emphasizing support for students' postsecondary access and success.

Plan must address providing school counselors with necessary resources and training, and encourage administrators to minimize administrative tasks so counselors can spend at least 80% of time on direct and indirect student services.

Plan must include strategies for developing and implementing comprehensive school counseling programs addressing the needs of all students.
