• Requests the Office of the Administrative Director of the Courts to collect and compile data on fees, court costs, fines, and restitution assessed in cases against minors

• Requires data to include total and annual average amounts of assessed, collected, waived, and outstanding fees for the last five years

• Requires description of each fee, court cost, and fine that can be assessed in circuit, family, and district courts in each judicial district, along with their respective amounts

• Court must submit findings and recommendations report to the Legislature no later than twenty days before the Regular Session of 2025

• Cites research showing fees and fines charged to youth are harmful, disproportionately affect Native Hawaiian, Pacific Islander, and Black youth, do not improve public safety, and cost more to collect than they generate in revenue
