H.R. 190 Summary

• Requests the Department of Agriculture to establish a Sustainable Food Systems Working Group to develop an interagency food systems plan addressing Hawaii's food security challenges, including the state's 85 percent food import dependency.

• Designates the Chairperson of the Board of Agriculture and Director of Business, Economic Development, and Tourism as co-chairs of the working group, with one House member and one Senate member collaboratively selecting seven additional representatives with expertise in food rights, equity, resilience, sustainability, circular economy, workforce development, and governance.

• Requires the interagency food systems plan to link to United Nations sustainable development goals, identify a governance structure, include an implementation plan, and address seven key areas including food access, social equity, system resilience, agriculture sustainability, circular economy principles, workforce development, and food governance.

• Directs the working group to incorporate any county food access plans and submit recommendations to the Legislature no later than twenty days before the 2025 Regular Session convenes.

• Dissolves the Sustainable Food Systems Working Group on June 30, 2025, with the Department of Agriculture providing necessary administrative support.
