Hawaii State Energy Office is requested to convene a Renewable Liquid Fuels Working Group to study local production, development, and incentives for renewable liquid fuels including renewable diesel, naphtha, and sustainable aviation fuels.

Working group membership consists of one Senate member, one House member, representatives from the Departments of Agriculture, Land and Natural Resources, and Transportation, the Chief Energy Officer, and the University of Hawaii President, with a chairperson selected from among members.

Working group is requested to identify suitable feedstock and production technologies, evaluate existing and potential tax incentives, and assess adoption of a clean fuel standard to encourage renewable liquid fuel use in Hawaii.

Working group must meet at least twice per year and submit a final report with findings, recommendations, and any proposed legislation to the Governor and Legislature no later than twenty days before the 2025 regular legislative session convenes.

Certified copies of the resolution are to be transmitted to state agency heads and representatives from the Hawaii Farm Bureau, Airlines for America, Hawaiian Electric, Hawaii Gas, and Kauai Island Utility Cooperative.
