Requests the U.S. Department of Defense to submit an annual report to the Hawaii Legislature no later than 20 days before each regular session, beginning with the 2025 session.

Report must include total vacant and occupied military housing units, families on waiting lists, civilian tenants (DoD employees, civil service workers, military retirees), rent price changes, and number of tenants who declined lease renewal for reasons other than duty station changes.

Identifies Hawaii's housing crisis, with 24,000 additional units needed to meet affordable housing demands and rent increases of up to $1,250 per month for civilian military housing tenants in 2023.

Notes Hawaii hosts over 250,000 military and military-affiliated personnel, including 44,000 active duty members, 20,000 civilians, 45,000 dependents, and 18,000 retirees.

Requires certified copies of the resolution be transmitted to the Secretary of Defense and various military commanders for the Army Pacific, Navy Pacific Fleet, Pacific Air Forces, Marine Corps Forces Pacific, and Coast Guard District Fourteen.
