Notes that Haleiwa is a major tourist destination known for surfing, dining, and shopping, and serves as home to many residents.

Documents that since October 1, 2023, Haleiwa has experienced three assaults, one sex crime, one weapons crime, and two thefts according to Honolulu Police Department crime mapping.

States that residents report the Haleiwa area is unsafe after sunset due to a noticeable increase in criminal activity similar to Waikiki.

Requires certified copies of the resolution be transmitted to the Mayor of the City and County of Honolulu and the Chief of Police of the Honolulu Police Department.
