Request City and County of Honolulu to establish a task force to examine permitted events in urban Honolulu, which currently issues over one hundred event permits annually.

Task force to study frequency and timing of permitted events, community impact, solutions for resident and emergency service access during road closures, permitting processes, and road closure management procedures.

Task force composition includes Director of Transportation, Director of Department of Planning and Permitting, Director of Department of Transportation Services, and Chief of Honolulu Police Department (or their designees).

Working group to include representatives from parade/marathon-hosting entities, Ala Moana Regional Park event hosts, and residents from Waikiki, Ala Moana, and urban Honolulu appointed by respective House and Senate members.

Task force required to submit findings, recommendations, and any proposed legislation to the Legislature no later than twenty days before the 2025 Regular Session convenes.
