Urges the Peace Corps to immediately establish a mission in the Marshall Islands, where the organization previously operated from 1966 through 1996.

Cites the Marshall Islands' Compact of Free Association with the United States (1983) and notes that approximately 43 percent of Marshallese adults over 25 have completed high school and only 9 percent have graduated from college.

Identifies health and food security challenges including nuclear testing-related illnesses (cancer and birth defects), diminished traditional food sources, and a food supply chain that is 90 percent imported goods with 80 percent being processed foods contributing to high obesity and diabetes rates.

Requests the Peace Corps coordinate humanitarian efforts with the U.S. Department of Defense, State of Hawaii, United Nations, Red Cross, and other organizations providing economic relief and food security in the region.

Directs transmission of certified copies to the Marshall Islands' Ministry of Foreign Affairs, the Peace Corps, Hawaii's Governor, U.S. Department of Defense, and the U.S. Agency for International Development.
