Requests the Office of Hawaiian Affairs to identify the scope of Native Hawaiian cultural appropriateness to address Native Hawaiian disparities in health, housing, education, and economics.

Directs OHA to focus on four priority areas: Native Hawaiian economic development needs, education needs, health needs, and housing needs.

Requires OHA to consult with state agencies, relevant stakeholders, Native Hawaiian communities, and other appropriate organizations during the identification process.

Mandates OHA to submit a report of findings, recommendations, and any proposed legislation to the Legislature at least 20 days before the convening of the 2025 and 2027 Regular Sessions.

Directs certified copies to be transmitted to the Governor, OHA Board of Trustees, and heads of relevant state departments and agencies.
