Urges the Hawaii Emergency Management Agency to lead creation of a master recovery plan and governance model for Lahaina, Maui following August 8, 2023 wildfires that displaced thousands and destroyed structures.

Directs the Hawaii Emergency Management Agency to coordinate with federal, state, and county governments, the Maui Emergency Management Agency, and Maui community groups in developing the recovery plan.

Addresses deficiencies in Hawaii's emergency management structure that resulted in ineffective disaster response operations and ongoing lack of coordinated leadership for recovery efforts.

Requires certified copies of the resolution be sent to the Hawaii Emergency Management Agency, Maui Emergency Management Agency, the Governor, Maui County Mayor, and Maui community recovery groups.
