Requests the city and county of Honolulu, county of Maui, and county of Kauai pass ordinances similar to County of Hawaii's Bill 82 (2023-2024) to improve private roads.

Notes that many private, nondedicated, and non-surrendered roads throughout Hawaii are open to and used by the general public but often lack adequate maintenance.

Identifies that private road owners frequently lack resources to improve or repair deficiencies on their roads, and county governments generally do not unilaterally maintain private roads to county standards.

References Hawaii Revised Statutes section 265A-1, which grants counties the power by ordinance to improve, grade, repair, or perform construction on private streets.

Directs that certified copies of this resolution be transmitted to all members of the Honolulu City Council, Maui County Council, and Kauai County Council.
