Requests the State Auditor to conduct a performance audit of the Department of Land and Natural Resources' Division of Boating and Ocean Recreation, which manages state small boat harbors, mooring facilities, and ocean recreation programs.

Directs the audit to examine whether the Division uses government resources in compliance with statutes, rules, and policies, and whether activities are conducted effectively, efficiently, economically, ethically, and equitably.

Cites public concerns about the Division's lack of communication with the boating community, inconsistent enforcement of administrative rules, repeated complaints about Division management, and employee misconduct and ethics violations.

References a previous 2001 audit (Report No. 01-09) that found mismanagement of state boating facilities was a recurring problem and recommended the Division develop strategic plans to address ongoing issues.

Requires the Auditor to submit findings and recommendations, including any proposed legislation, to the Legislature no later than twenty days before the 2025 Regular Session convenes.
