Request the Hawaii Climate Change Mitigation and Adaptation Commission to develop vehicle miles traveled reduction strategies in collaboration with the Department of Transportation.

Direct the Commission to recommend a statewide vehicle miles traveled reduction target and establish benchmarks to evaluate progress toward that target.

Require identification of state and county agencies to collaborate on implementing vehicle miles traveled reduction policies, strategies, and programs.

Direct the Commission to submit findings, recommendations, and any proposed legislation to the Legislature no later than 40 days before the 2025 Regular Session convenes.
