Urges the Governor to deploy 500 Hawaii National Guard members to assist the Texas National Guard in policing the United States-Mexico border.

Cites record high of over 250,000 Border Patrol encounters with migrants in December 2023, including individuals from Mexico, El Salvador, Guatemala, Honduras, and other countries.

Notes Hawaii hosts approximately 51,000 undocumented persons, including 3,000 from Mexico and Central America, and experienced 274 overdose-related deaths in 2020, many involving fentanyl smuggled through the border.

References that at least 14 states (Arkansas, Florida, Idaho, Iowa, Nebraska, North Dakota, Ohio, Oklahoma, South Carolina, South Dakota, Tennessee, Virginia, West Virginia, and Wyoming) have already sent National Guard members to assist at the border since 2021.

Requires certified copies of the resolution be transmitted to the Governor of Hawaii, Adjutant General of Hawaii, Governor of Texas, and Adjutant General of Texas.
