Requests the City and County of Honolulu to establish a Stream Maintenance Working Group to address stream flooding problems caused by trash, debris, and obstructed water flow.

Working group membership consists of eight members including representatives from the City and County of Honolulu (chairperson), U.S. Army Corps of Engineers, Department of Education, University of Hawaii, Department of Land and Natural Resources, Hawaii Emergency Management Agency, and two private landowners.

Members serve without compensation but may be reimbursed for necessary expenses including travel costs.

Working group must develop comprehensive solutions for effective stream management and maintenance through collaboration with state and county agencies, private landowners, and stakeholders.

Working group must submit findings, recommendations, and any proposed legislation to the Legislature no later than twenty days before the 2025 Regular Session, with administrative support provided by the Department of Land and Natural Resources.
