Requests that the Governor establish a leadership accelerator program to identify, train, and develop exceptional managers in state government with exemplary performance records.

Program participants should be rising leaders from each state department, recommended by department heads, with total group size not exceeding 40 participants and representation roughly proportional to department size.

Requires the program to hold regularly scheduled leadership training meetings each month and build relationships between managers to break down silos and improve communication across state departments.

Directs the program to submit a report of findings, recommendations, and any proposed legislation to the Governor, Legislature, and each department head no later than 20 days before each regular legislative session convenes.
