Requests the State Auditor conduct a sunrise review analyzing potential impacts of requiring licensure and regulation of human resources management personnel.

Directs the Auditor to include recommendations for a system of policies and procedures to be followed consistently across all state departments when complaints are submitted.

Requires the Auditor to submit findings, proposed legislation, and a recommendation on whether the State should mandate licensure of all human resources management personnel employed by the State.

Establishes a deadline of twenty days before the convening of the Regular Session of 2025 for the Auditor to submit the review findings to the Legislature.

Notes that human resources staff are currently not required to be licensed, certified, or regulated by the State, and that Section 26H-6 of the Hawaii Revised Statutes requires such regulatory measures to be reviewed by the Auditor.
