Department of Human Services requested to establish a working group to address reimbursement and payment issues for home and community-based services providers.

Working group to consist of seven members including the Director of Human Services (chair), Directors of Health, Labor and Industrial Relations, and Executive Office on Aging, plus three legislators from the Kupuna Caucus appointed by the Speaker and Senate President.

Working group requested to conduct comprehensive analysis of current reimbursement system, identify improvements, explore enhancement strategies including policy changes and alternative funding sources, and engage stakeholders for input.

Working group required to prioritize equality and fairness in reimbursement distribution to ensure all providers regardless of size and location have access to increased funding opportunities.

Working group must submit findings and recommendations including proposed legislation to the Legislature no later than twenty days before the 2025 Regular Session, provide quarterly public updates, and cease operations on June 30, 2025.
