Urges the Department of Health to convene and lead an informal working group to discuss management of clean and sober homes and collaboration with counties to ensure compliance with regulations without discriminatory restrictions.

Working group should include input from the Hawaii Paroling Authority, Judiciary's Adult Client Services Branch, Department of the Attorney General, and other appropriate agencies as determined by the Director of Health.

Working group should discuss legal issues related to Fair Housing Act and Americans with Disabilities Act protections, coordination between state and county agencies on complaints and problem resolution, public education efforts, and registry expansion.

Working group should address how the Department of Health maintains an inventory of clean and sober homes statewide including unregistered homes and establish aligned accountability processes between state and county for community education and advocacy.

Requires certified copies of the resolution be transmitted to the Director of Health, Director of Public Safety, Hawaii Paroling Authority Administrator, Chief Justice of the Hawaii Supreme Court, Attorney General, and all four county mayors.
