Urges the City and County of Honolulu to amend the Revised Ordinances of Honolulu to create a safe parking pilot program as proposed by the Honolulu Youth Commission.

Proposes allowing individuals experiencing homelessness to sleep in their vehicles between 10:00 p.m. and 6:00 a.m. in designated city parking lots.

Addresses current state law that prohibits using vehicles for human habitation on public property between 6:00 p.m. and 6:00 a.m., and notes that homeless shelters are not always viable due to space, location, safety concerns, pet restrictions, and curfews.

Notes that Native Hawaiians and Pacific Islanders face the highest rates of homelessness in Hawaii and that similar safe parking programs have been successfully implemented in California, Colorado, and Washington.

Requires certified copies of the resolution be sent to the Mayor of Honolulu and all members of the Honolulu City Council.
