Authorizes state agencies to expend moneys from special funds under their control for capital improvement projects, even if the special fund's enabling statute does not expressly permit such expenditures.

Requires any expenditure on a capital improvement project from a special fund to be subject to legislative appropriation or authorization.

Prohibits agencies from expending more than 20 percent of a special fund's ceiling in a fiscal year for capital improvement projects, unless otherwise authorized by law.

Defines "agency" as having the same meaning as in section 37-62 of Hawaii Revised Statutes.

Takes effect upon approval.
