Allows reimbursement for telehealth services provided through interactive telecommunications systems, including two-way real-time audio-only communications, at equivalent rates to in-person care.

Audio-only mental health services provided to patients in their homes shall be reimbursed at 80% of the face-to-face rate, with requirements that providers conduct an in-person or telehealth visit within 6 months prior and at least 12 months between subsequent audio-only visits.

Defines "interactive telecommunications system" by reference to federal regulations (42 CFR 410.78), specifically including two-way real-time audio-only communication capabilities.

Expands the definition of "originating site" where telehealth services may be provided to include patients' homes and nonmedical environments such as schools, universities, and workplaces.

Takes effect December 31, 2050, with automatic repeal on December 31, 2025, unless extended.
