Establishes a rent-with-option-to-purchase pilot program under the Department of Hawaiian Home Lands on the Leeward coast of Oahu (west of Kapolei) to provide housing to Native Hawaiian beneficiaries who are homeless or threatened with homelessness and are on the department's waiting list.

Authorizes the department to purchase lands, construct individual or shared micro housing units, and establish terms for ownership transfer upon exercise of purchase options by lessees.

Requires housing units to include secure dwelling spaces (private or communal), toilets, showers, hygiene facilities, cooking facilities, and common spaces; permits provision of medical and social support services and transportation to appointments.

Allows the department to coordinate with state agencies and private nonprofit organizations, implement off-the-grid technologies for water, electricity, and sewage, and consult with the departments of human services and health.

Appropriates unspecified general revenue funds for fiscal years 2023-2024 and 2024-2025 to establish and administer the pilot program; prohibits use of $600,000,000 from Act 279, Session Laws of Hawaii 2022; effective date is July 1, 2050.
