Establishes a career and technical education working group within the department of education to strengthen career and technical education in Hawaii's public school system.

Working group shall evaluate current career and technical education programs, recommend expansion allowing up to 12 credits toward graduation requirements, and examine internship and apprenticeship opportunities leading to professional certification or licensure.

Working group composition includes the superintendent of education (chair), director of department of labor, board of education chairperson, education committee chairpersons from both chambers, teacher representatives, a principal, and other interested parties with career and technical education experience.

Working group shall analyze methods to strengthen the teaching workforce, including teacher sabbaticals, incentives for career and technical education graduates to become teachers, and co-teaching opportunities with licensed industry professionals.

Appropriates $25,000 for fiscal year 2023-2024 to support the working group, which shall submit findings and recommendations including proposed legislation to the legislature by 20 days before the 2024 regular session.
