Amends Hawaii Revised Statutes Section 226-11(b) to add beach and shoreline restoration and conservation to the State's land and marine resource policies.

Adds Native Hawaiian traditional practices (mauka and makai) to the list of compatible relationships that should be pursued among activities, facilities, and natural resources.

Appropriates unspecified funds to the Office of Planning and Sustainable Development for fiscal years 2023-2024 and 2024-2025 to develop a statewide beach assessment study and beach and shoreline restoration and conservation plan.

Requires the Office of Planning and Sustainable Development to submit the completed statewide beach assessment study and restoration plan to the legislature no later than twenty days before the 2025 regular session.

Effective date is July 1, 2050.
