Authorizes the Board of Education to elect its own chairperson by simple majority vote from among all board members, rather than having the governor appoint the chairperson from at-large members.

Permits the board to elect a vice chairperson by simple majority vote, with the vice chairperson serving as interim chairperson during the chairperson's absence or when the seat becomes vacant.

Allows the board to elect a new chairperson annually upon the start of the next confirmed term for members.

Removes the requirement that the chairperson be selected from among the at-large members of the board.

Effective date of June 30, 3000.
