S.B. 108 Summary

• Adopts the National Instructional Materials Accessibility Standard for the Department of Education to provide accessible instructional materials to eligible students with disabilities.

• Defines "eligible student" as students approved as "eligible persons" under the Copyright Act attending public schools, private schools, public charter schools, or approved alternative education programs.

• Requires the Department of Education to obtain instructional materials in accessible formats from publishers or the National Instructional Materials Access Center, and to enter written contracts with publishers to provide electronic files in accessible formats if materials are not already available.

• Mandates that eligible students receive instructional materials in appropriate accessible formats at the same time as other students, along with necessary assistive technology devices and services.

• Repeals outdated requirements for publishers to provide computer diskettes in American Standard Code for Information Interchange format.
