Authorizes counties with populations of 500,000 or less to use county surcharge on state tax revenues for repair and maintenance of private roadways that are open to and used by the public, in addition to public transportation systems.

Allows counties to use fuel tax revenues for acquisition, design, construction, improvement, repair, and maintenance of private roadways that are open to and used by the public.

Permits counties to use fuel tax revenues for traffic control and safety purposes on private roadways that are open to and used by the public.

Takes effect on July 1, 2050.
