Amends Section 46-16.8, Hawaii Revised Statutes, to clarify that counties with populations of 500,000 or less can use county surcharge tax revenues for housing infrastructure costs for county-supported housing projects.

Prohibits counties from passing housing infrastructure costs on to developers of housing projects when using surcharge revenues for such purposes.

Expands the definition of "housing infrastructure costs" to include financing costs, debt service, and financing agreement costs in addition to water, drainage, sewer, and waste systems.

Applies the housing infrastructure provisions only to counties that amended their surcharge ordinance after December 31, 2022, or adopted a new surcharge ordinance after that date.

Takes effect July 1, 3000.
