Adds a new purpose to the state art museum's mission allowing counties and private organizations to display art through loan arrangements with the state foundation, with potential fees for non-museum or public institution loans.

Deposits fees collected from art loan arrangements into the works of art special fund established under section 103-8.5.

Clarifies that the one percent capital improvement appropriation transfer to the works of art special fund applies only to construction or renovation of state buildings, excluding passenger facility charge and rental motor vehicle customer facility charge appropriations.

Requires Hawaii resident artists to receive selection preference when choosing artists for the Arts in Public Places Program.

Requires the state foundation on culture and the arts to submit a report to the legislature by twenty days before the 2024 regular session, including an inventory of displayed artworks, a list of works not displayed for over ten years, and a plan for rotating their display in public areas and through loan arrangements.
